BJP govt ruined public health services in Chandigarh; Ayushman scheme has crumbled too – Pawan Bansal.

Chandigarh - Former Union Minister Pawan Kumar Bansal on Sunday expressed concern over the deteriorating public healthcare system of the city. He said that although claims of free or cashless treatment up to 5 lakh under the Ayushman scheme are made at PGIMER/GMCH 32, the ground reality is totally different. Along with the Ayushman card, ration card and Aadhaar card are demanded in Sector 32 & PGI, leading to a delay of 10 days in completing formalities for the Ayushman scheme. Meanwhile, patients have to bear all expenses for treatment.

"I fail to understand what the BJP government is doing. Congress had provided government hospitals to compete with private ones, which the BJP government has neglected. Despite spending crores on the Ayushman scheme, people in cities like Chandigarh are not benefiting, so what will happen in smaller towns and villages?" Approximately 1.5 lakh residents of Chandigarh are cardholders under the Ayushman Bharat scheme. Despite the BJP's claims, even after a year, the number of Aadhaar cardholders in the city remains almost the same.

Speaking of the public healthcare infrastructure in the city, in the past few years, only a 100-bed hospital has been opened in Sector 48, but the situation in terms of facilities and doctors is pitiable.

The condition of public healthcare facilities in Chandigarh is dire, people have to wait for two months for an ultrasound. The Health Department is now preparing to address the issue in PPP mode. People are being shown the lure of facilities, but the reality is that due to a shortage of specialist doctors, the situation of facilities remains poor. This month, the resignation of the only nephrology surgeon at GMCH 32 halted the operations of nearly 100 kidney patients. They had to face a lot of difficulties, and ultimately, a charitable hospital performed their surgeries at lower costs.

Pawan Bansal said that the basic facilities like healthcare and cleanliness in the city have got worse in the past 10 years and are clearly visible to everyone."

चंडीगढ़ , चंडीगढ़ के पूर्व सांसद भवन बंसल ने शहर की चरमराई स्वास्थ्य व्यवस्था पर चिंता व्यक्त करते हुए कहा कि देशभर की तर्ज पर चंडीगढ़ में भी आयुष्मान योजना के तहत 5 लाख तक के मुफ्त /कैशलेस इलाज का दावा तो पीजीआई /जीएमसीएच 32 में किया जाता है ,लेकिन जमीनी हकीकत कुछ और ही है , जहां सेक्टर 32 में आयुष्मान कार्ड के साथ ही दल राशनकार्ड व आधारकार्ड मांगा जाता है ,तो पीजीआई में फॉर्मेलिटी पूरी कर आयुष्मान योजना की फाइल बनवाने में ही 10 दिन लग जाते हैं । तब तक मरीज को सारा इलाज अपने खर्च पर करवाना पड़ता है।
“मुझे तो समझ नहीं आता के आख़िर भाजपा सरकार कर क्या रही है, कांग्रेस ने इस शहर को प्राइवेट को टक्कर देते सरकारी अस्पताल दिये थे, जिनका भाजपा सरकार ने बेड़ागर्क कर दिया है। आयुष्मान योजना के गुणगान में इस सरकार ने करोड़ों रुपया खर्च कर दिया है लेकिन चंडीगढ़ जैसे शहर में ही लोग इसका फ़ायदा नहीं ले पा रहे, तो छोटे शहरों और क़स्बों में क्या हालात होंगे।”
चंडीगढ़ में लगभग 1.5 लाख आयुष्मान भारत योजना के कार्डधारक हैं । अप्रैल 2023 के महीने में जब भारत के हेल्थ मिनिस्टर मनसुख मंडाविया को ज्ञापन सौंप कर सारे शहरवासियों को आधारकार्ड योजना का लाभ देने के तत्कालीन भाजपा के अध्यक्ष के दावे भी खोखले ही निकले , लगभग एक साल बीतने पर भी शहर में आधारकार्ड धारकों की संख्या लगभग वही है।

यदि शहर के हेल्थकेयर इन्फ्रास्ट्रक्चर स्ट्रक्चर की बात करें तो पिछले कई वर्षों में सिर्फ सेक्टर 48 में 100 बेड का अस्पताल खोल तो दिया है ,लेकिन सुविधाओं व डॉक्टरों के नाम पर स्थिति दयनीय है ।

चंडीगढ़ में स्वास्थ्य सुविधाओं का बुरा हाल है। हर अस्पताल में मशीनों के होने के बावजूद लोगों को अल्ट्रासाउंड की खातिर दो-दो महीने इंतजार करना पड़ता है। अब स्वास्थ्य विभाग पीपीपी मोड में समस्या को दूर करने की तैयारी में है। लोगों को कहना है कि मरीजों को सिर्फ सुविधाओं का लॉलीपॉप दिखाया जाता है , हकीकत यह है कि स्पेशलिस्ट डॉक्टरों की कमी के चलते सुविधाओं का बुरा हाल रहता है। इसी महीने जीएमसीएच के एकमात्र नेफ्रोलॉजी सर्जन के इस्तीफे से लगभग 100 किडनी मरीजों के ऑपरेशन रुक गए , मरीजों को बहुत ज्यादा मुश्किलों का सामना करना पड़ा , आखिरकार एक चैरिटेबल अस्पताल ने उनकी सुध लेकर कम दामों में उनके ऑपरेशन करवाये ।
पवन बंसल ने कहा कि हेल्थकेयर , सफाई जैसी बुनियादी सुविधाओं में पिछले 10 वर्षों से शहर का हाल किसी से छिपा नहीं है।
